Cover fish with water in large pot; add sale. cover and simmer until done. Remove fish and cool. Straim broth. Skin and bone fish. Brown bacon and remove from pan. Stif flour, bacon and onion into bacon drippings. Add fish broth to flour mixture and cook until thickened. Return broth to pot; add potatoes and simmer until tender. Add fish, salt and pepper. Reheat and serve. Garnish with bacon.
