Start this recipe by shucking clams out of their shells and placing them along with any juice into a blender. Using short spurts of chopping, blend clams until they have become just minced. Place the clams into a medium sized bowl and add the pepper, flour, egg and evaporated milk. Take a few minutes to mix well. Heat a frying pan to 375 and use a little oil to grease the pan. With a scoop, take one teaspoon of the fritter batter and place it in the hot frying pan. Cook till golden brown and then turn to lightly brown the other side. Add more oil when necessary.
